While some resettlement States interview refugees before making the decision to admit them, often through selection missions in countries of first asylum, other states accept refugees for resettlement based on the written referral (dossier) submitted by UNHCR.UNHCR supports resettlement States in their decision-making process Health Assessments and Assistance: IOM conducts health assessments for refugees prior to their departure to ensure that their health needs are addressed, they are fit to travel and to ensure continuity of care for those with existing health conditions.Pre-Departure Orientation: IOM develops curricula and provides orientation to prepare refugees for resettlement by providing practical information on the country of destination, assists them in setting realistic goals and managing expectations.
In the year ending March 2020, the UK received 35,099 asylum applications from main applicants only. Refugees who raised the requested cash were handed a paper confirming an appointment at the UNHCR offices, where the resettlement process begins with a series of interviews and background checks.

Once a refugee is recommended to the U.S. for resettlement, the U.S. government conducts a thorough vetting of each applicant. IOM organizes and supports the transportation and movement of accepted refugees to the resettlement country. Resettled refugees have the right to reside long-term or permanent in the country of resettlement and may also have the right to become citizens of that country. “Refugees are anxious, confused and heartbroken at this suspension in what is already a lengthy process,” the release said. UNHCR’s identification and referral mechanisms concentrate on proactively ensuring access to the resettlement process for those most in need and at risk. The identification of refugees in need of resettlement is an integral part of UNHCR’s ongoing protection activities.After resettlement States determine the overall size and composition of their resettlement programmes, UNHCR recommends individuals and groups of refugees it identified according to global needs and priorities, and refers these individuals for resettlement consideration.
Resettlement is one of three durable solutions available to refugees alongside voluntary repatriation and local integration.. UNHCR estimates, based on average monthly figures for the last 15 years, that 20,000 refugees in precarious circumstances might have been resettled to the US during the 120 days covered by the Order. Resettlement States assess individual case submissions made by UNHCR and decide whether or not to grant resettlement according to their policies, laws and regulations.
An objective, efficient and protection-based identification process is critical to decrease potential for the fraudulent use of the resettlement system, abuse and exploitation as well as perceptions of arbitrariness in resettlement decision making. The latter is an opportunity for stakeholders and UN Member States to make contributions and pledges towards the objectives of the Global Compact. UNHCR, the UN Refugee Agency identifies the most vulnerable refugees for resettlement and then makes recommendations to select countries.
